 Are you fucking serious? They plant drugs on innocent passengers as a training exercise?!
And what becomes of the passenger who is caught? "Don't worry, sir, we know you're clean -- it's a training exercise" as confused onlookers watch the cop lift a bag of weed out of some businessman's suitcase.
And if the trainer is forced to take a phone call when the dogs begin barking, no doubt the Japanese justice system has enough of a sense of humor to appreciate what happened, right?
