Yeah, that sounds like the Netherlands. My former co-worker's friend had two free round trip tickets to Amsterdam and had to use them before (some date). Tickets were from his Dad's business miles or something.
So my former friend and his friend went for... a weekend. Flew out Friday morning and flew back Monday night. The pictures he came back with looked like underground Berlin c. 1939. (If this doesn't cull any pictures in your mind - rewatch CABARET)
The stories he brought back were even more outrageous. According to my former friend, Amsterdam has become the Sleaze Capitol of Europe.
